China and the U.S. are both great powers with vastand rapidly increasing consumption of oil. Despiteconsiderable domestic production, this has resultedin a need for imports. Dependence on unstable oilproducers outside American or Chinese control isconsidered by both states as an economic problem, butmore importantly as a potential threat to nationalsecurity. The book particularly emphasizes thesecurity aspects of this dependence, in other wordsquestions of energy security, which are viewed asincreasingly important by the governments of bothcountries. This is a case study looking at thepolicies of China and the U.S. in the Caspian Searegion, which is an emerging (or arguablyre-emerging) oil producing region in a globalcontext. A considerable volume of empirical data hasbeen collected in order to gain an overview of thesepolicies. The book seeks to explain the effectivenessand wider implications of those policies for thecountries involved, and the world, using insight fromthe neorealist and neoliberal schools ofinternational relations.
