Excerpt from Grade Standards for the New York Penmanship ScaleThe setting up of grade norms for each of the elements measured by the scale was the aim of a Study undertaken by the Bureau of Reference, Research and Statistics in June, 1919, and is the subject of this report.The grade standards set up as a result of the study were recently approved by the Board of Superintendents for adoption as part of the course of study and syllabus in penmanship.Inasmuch as the results of the study Were reported upon in the December, 1920, number of the Journal of Educational Research, it was originally decided not to issue the report as a publication of the Bureau.
