Good morning, and welcome to today's hearing on S. 185, the Hatch Act Reform Amendments of 1993, and I would stress reform amendments. This is not doing away with the whole Hatch Act, as has been alluded to by some of the reports. Let me just say before I go on with my statement that I come as a convert to Hatch Act reform. I have said at some of our previous hearings on this that when I first came to the Senate I didn't think we needed any Hatch Act reform and was against it. Then I got into it and really looked at it as part of the Committee responsibilities, and the more I looked into it the more ridiculous the Hatch Act became in its present form and its present way of being carried out. So that is when we then began looking at ways to reform the Hatch Act, and now I am definitely committed to Hatch Act reform. Ever since I assumed the chairmanship of the Governmental Affairs Committee, the Committee has held hearings on problems with the current Hatch Law and reported corrective legislation. I never understood why our very modest efforts, and they are modest efforts, always seem to produce Presidential veto threats and even a veto we couldn't override. Year after year. Congress after Congress, consideration of the Hatch Act always evokes ridiculous extremes of opinions, but I think the future is brightening with regard to Hatch Act reform, and I underline reform again, not Hatch Act repeal. This session of Congress holds the strong promise that this legislation will not be vetoed, and we will work with the administration on enacting meaningful reforms into law.
