Oxford was the only son of John de Vere, 16th Earl of Oxford and Margery Golding. After the death of his father on 3 August 1562 he became a ward of Queen Elizabeth, and received an excellent education in the household of her Principal Secretary, Sir William Cecil. He was a champion jouster, travelled widely throughout Europe, and participated in military campaigns after the Northern Rebellion, with the English forces in Flanders, and during the Armada invasion.
