Why would you do this - My reason is this: If a man goes in with a pass under the plea of seeking service, it allows him to go for an indefinite time, and roam about the country at large. He can carry no food, he enters without any property, and if he is to exist during the time he is seeking service, he must plunder. There is no doubt about it.
