Excerpt from Report of the Sixth Annual Meeting of the American Bar Association: Held at Saratoga Springs, New York, August 22d, 23d, and 24th, 1883 The first clause of that article reads thus: All nomina tions for membership shall be made bv the Local Council of the state to the Bar of which the persons nominated be long. Such nominations must be transmitted in writing to the Chairman of the General Council, and approved bv the Council on vote by ballot. In all cases where gentlemen have, been recommended for admission through a Local Council, there has been no difficulty, but where nominated at the Annual Meeting, the General Council have had very little means of ascertaining about the qualifications of gen tlemen proposed. Therefore we think that the Constitution ought to be amended so as to afford a sufficient guarantee. We therefore propose to aniend the second clause thus: It now reads, The General Council may also nominate mem bers from states having no Local Council, and at the Annual Meeting of the Association, in the absence of all members of the Local Council of any state. Now we propose to add, Provided, That no nomination shall be considered by the General Council unless accompanied by a statement in writ ing by at least three members of the Association from the same state with the person nominated, or, in their absence, by members from a neighboring state or states, to the effect that the person nominated has the qualifications required by the Constitution, and desires to become a member of the Association, and recommending his admission as a member.
