Excerpt from Speech for Connecticut: Being an Historical Estimate of the State, Delivered Before the Legislature and Other Invited Guests, at the Festival of the Normal School in New Britain, June 4, 1861The occasion which has brought us together celebrates another stage of advance in the cause of public education in our commonwealth. When I accepted the call to address you on this occasion, I designed to prepare a theme immediately related to the subject of popular education itself. But on more mature consideration, taking counsel also of others, Ihave con cluded that, as the occasion belongs to the state, and as I am to speak to the Legislature of the state, I cannot do better than to make the state itself - its character and wants and prospects the subject of my address.
