The construction of the judicial department of the government, so as to se cure for it the requisite learning, integrity and independence, is essential, not only for the just administration of the laws which may be enacted, but of the constitution itself. The judiciary is the great regulating power of the government, it alone has the ability to keep every other power in its place, and preserve the harmonious action of the whole.
