Excerpt from The Milroy Lectures: On Epidemic Influences, on the Epidemiological Aspects of Yellow Fever, on the Epidemiological Aspects of Cholera The late Dr. Gavin Milroy had for many years taken a deep interest in Epidemiological questions, and his visits to the Colonies, in early life in the Packet Service, and subsequently as Medical Inspector under the Board of Health, had afforded him opportunities of acquiring much information as to the diseases which were met with in these countries, and the measures different communities adopted with the hope of excluding them altogether, or for limiting their diffusion if introduced, or already existing amongst them. The great divergence of arrangements put in practice to meet these requirements in different colonies, even of the same nationality, showed a very imperfect acquaintance with the causes of the diseases for which they were adopted, and he saw clearly that the only way to get rid of this anomaly was to acquire sound information on the natural history of these diseases, from a close observation and minute analysis of the facts connected with their appearance, both locally, and over large areas about the same time, as well as for considerable periods of years in succession. With the view of promoting this desirable result, Dr. Milroy bequeathed a sufficient sum to the Royal College of Physicians of London, to endow an annual course of lectures on State Medicine and Public Hygiene, and suggested that the selection of lectures should not be limited to members of the College, but might be extended to medical men whether in the public services or in civil life, whose opportunities had enabled them to investigate various forms of disease in different regions of the world. In the exercise of its authority the Council of the College of Physicians did me the honour to ask me to undertake the delivery of the first course of lectures under Dr. Milroy's bequest. This I was glad to comply with as I had been intimate with him for many years, and was well acquainted with his views.
