The vice-presidents shall assist the President in the performance of his duties, and in his absence shall preside in their order of rank. No. 3. The Secretary shall keep the minutes of all meetings, shall notify officers of their elec tion and Committees and Chairmen of Depart ments of their appointment, shall certify to all official acts and transact all clerical business in behalf of the Society.
