This is the fourth year in a row for a much below normal snowpack in the Cascades where it ranges from 90% at the highest elevations down to 30 and 40% at the median elevations and below. The Blue Mountains near Pendleton also have a poor snowpack. The snow cover over the rest Of the state is near normal to slightly below. Normally about one-third Of the winter's snow is on the ground by January l which leaves two - thirds yet to come.
